1Soak the Dried kelp in warm water for 30 minutes until fully rehydrated and tender. Drain the kelp, rinse thoroughly, and then slice it into bite-sized pieces.
2Finely mince the Fresh ginger. Chop the Scallion into 2 cm lengths, separating the white parts from the green parts.
3In a medium pot, heat the Cooking oil over medium heat. Add the white parts of the Scallion and the minced Fresh ginger, stir-frying until fragrant, about 1 minute.
