1Rinse the Tteokbokki tteok under cold water and soak them in a bowl of cold water for 10 minutes to soften.
2Prepare the broth by combining Water, Dashima, and Dried anchovies in a medium pot. Bring to a simmer over medium heat for 10 minutes, then remove the Dashima and Dried anchovies from the pot and discard.
3While the broth simmers, thinly slice the Cabbage into bite-sized pieces. Cut the Fish cakes into rectangular or triangular shapes. Chop the Scallions into 5 cm lengths.
