Rinse the Tteokbokki tteok under cold water and soak them in a bowl of cold water for 10 minutes to soften.

Prepare the broth by combining Water, Dashima, and Dried anchovies in a medium pot. Bring to a simmer over medium heat for 10 minutes, then remove the Dashima and Dried anchovies from the pot and discard.
