1Rinse the Parboiled rice thoroughly and soak it in fresh water for 4-6 hours.
2Drain the soaked Parboiled rice completely. Transfer it to a grinder with 150ml fresh water and Salt. Grind to a smooth, pourable batter, adding a little more water if necessary to achieve a dosa-like consistency.
3For the filling, combine the grated Fresh coconut and chopped Jaggery in a heavy-bottomed pan. Cook on low heat, stirring continuously, until the Jaggery melts and the mixture thickens slightly, about 5-7 minutes.
