1Gently wipe the kombu with a damp cloth, do not wash. Add the kombu to the water in a saucepan and let it soak for 30 minutes.
2Place the saucepan over medium heat. Just before the water comes to a boil, remove the kombu.
3Bring the water to a boil, then turn off the heat. Add the katsuobushi to the hot water and let it steep for 5 minutes.
