1Dry roast the whole wheat flour in a heavy-bottomed pan over medium-low heat until fragrant and slightly warm, about 5-7 minutes. Ensure it does not brown.
2Transfer the roasted whole wheat flour to a large bowl. Add salt and cardamom powder. Mix well to combine.
3Gradually sprinkle water over the flour mixture, mixing with your fingertips. Continue until the flour forms a crumbly, coarse texture, resembling breadcrumbs. Ensure there are no lumps.
