1Ensure the salt cod has been properly rehydrated and desalted by soaking it in cold water for 24-48 hours, changing the water every 8-12 hours. Drain the salt cod thoroughly.
2Place the rehydrated salt cod in a large pot with the garlic and bay leaf. Cover the salt cod with cold water.
3Bring the water to a gentle simmer over medium heat and cook for approximately 20-25 minutes, or until the salt cod is tender and flakes easily. Do not boil vigorously.
