1In a large bowl, combine All-purpose flour and Salt. Gradually add Water, mixing until a shaggy dough forms. Knead the dough on a clean surface for 10-15 minutes until it is smooth and elastic. Cover the dough with a damp cloth and let it rest at room temperature for at least 30 minutes.
2While the dough rests, prepare the sauce ingredients. Mince the Garlic and Ginger. Separate the Scallions into white and green parts; finely chop the white parts and thinly slice the green parts for garnish.
3Shred the Cabbage and julienne the Carrot.
