1Wipe the Kombu with a damp cloth to remove any surface impurities. Place the Kombu and 1200g Water in a medium pot.
2Heat the pot gently over medium-low heat. Just before the Water comes to a rolling boil (when small bubbles appear), remove the Kombu from the pot.
3Bring the Water to a rolling boil, then add the Katsuobushi. Immediately turn off the heat and let the Katsuobushi steep for 30 seconds.
