1Pat the desalted cod fillets thoroughly dry with paper towels. Cut the desalted cod fillets into uniform pieces, approximately 4-5 cm in length.
2In a medium bowl, whisk together the 00 flour, fine sea salt, and black pepper. Gradually add the sparkling water, whisking continuously until a smooth, lump-free batter is formed. The batter should be light and slightly runny.
3Heat the extra-virgin olive oil in a deep, heavy-bottomed pan or a cast-iron skillet over medium-high heat until it reaches approximately 170-180 degrees Celsius (340-350 degrees Fahrenheit).
