11. Prepare dashi: Combine Water and Kombu in a medium pot. Heat gently over medium-low heat. Just before the Water begins to boil, remove the Kombu. Bring the Water to a rolling boil, then add Katsuobushi. Turn off the heat and let the Katsuobushi steep for 5 minutes.
22. Strain dashi: Strain the dashi through a fine-mesh sieve lined with a paper towel or cheesecloth, discarding the Katsuobushi. Return the clear dashi to the pot.
33. Prepare tsuyu: Add Usukuchi soy sauce, Mirin, and Sake to the dashi. Bring the tsuyu to a gentle simmer over medium heat and taste, adjusting seasoning if necessary. Keep the tsuyu warm over low heat.
