1In a bowl, whisk together Rice flour and Water until a smooth, thin batter is formed. Set aside.
2Rehydrate Dried shiitake mushrooms and Dried shrimp in warm water for at least 30 minutes. Once soft, squeeze out excess water from the Dried shiitake mushrooms and slice them thinly. Set aside the soaking liquid from the mushrooms.
3Slice Pork belly thinly. Prepare Bamboo shoots by slicing them into thin strips. Mince Garlic and thinly slice Ginger. Chop Scallions, reserving half for garnish.
