1In a heavy-bottomed pot, combine granulated sugar, water, and green cardamom pods. Bring the mixture to a boil over medium heat, stirring until the granulated sugar dissolves completely.
2Reduce the heat and simmer the sugar syrup for 5-7 minutes until it becomes slightly sticky, but not a thick one-string consistency. Add saffron strands and rose water, then keep the sugar syrup warm.
3Grate the khoya and paneer finely into a large mixing bowl.
