Prepare the broth: In a large pot, combine Water, Dried anchovies, and Dried kelp. Bring to a boil over medium-high heat, then reduce heat and simmer for 20 minutes. Remove and discard the Dried anchovies and Dried kelp, leaving only the clear broth.

While the broth simmers, prepare the vegetables: Slice the Zucchini into thin half-moon shapes. Peel and slice the Potato into thin, bite-sized pieces. Finely chop the Green onions and mince the Garlic.

Clean the Fresh clams by scrubbing their shells under cold running water. Discard any clams that are open and do not close when tapped.
