In a saucepan, combine the Water and Black tea leaves. Bring to a boil and then simmer for 10-12 minutes until a very strong, dark decoction is formed. Strain the tea decoction and set aside.

In a separate heavy-bottomed saucepan, add the Full-fat milk, Condensed milk, Sugar, Green cardamom pods, and Fresh ginger. Bring the mixture to a gentle boil over medium heat, stirring occasionally to prevent scorching.

Reduce the heat to low and let the milk mixture simmer for 8-10 minutes, stirring frequently, until it thickens slightly and the flavors meld. Do not let it boil vigorously.
