1In a large pot, combine water, dried kelp, dried anchovies, white radish, green onion, and garlic.
2Bring the broth to a boil over high heat, then reduce heat to medium-low and simmer for 20 minutes.
3While the broth simmers, prepare the Korean fish cakes. If using flat sheets, cut them into desired shapes and thread onto wooden skewers, folding them accordion-style. If using pre-skewered fish cakes, no cutting is needed.
