1In a large mixing bowl, combine the Cornmeal, All-purpose wheat flour, Salt, and Granulated sugar.
2Gradually add Water to the dry ingredients, whisking continuously until a smooth, pourable batter is formed. The consistency should be similar to a thin pancake batter.
3Finely chop the Scallions and stir them into the batter. Let the batter rest for 10 minutes.
