1If the Garaetteok is hard, soak it in warm water for 10-15 minutes until slightly softened. Drain well.
2Prepare the broth: In a pot, combine Water, Dried anchovies, and Dashima. Bring to a boil over medium-high heat, then reduce heat and simmer for 10 minutes. Remove and discard the Dried anchovies and Dashima.
3While the broth simmers, prepare the sauce: In a small bowl, mix Gochujang, Gochugaru, Soy sauce, Sugar, and Garlic until well combined.
