1Peel the Potatoes and julienne them into thin matchsticks, approximately 2-3mm thick. Rinse the potato slivers thoroughly under cold running water until the water runs clear to remove excess starch. Drain them very well.
2Mince the Garlic and Ginger finely. Slice the Scallions into 2-inch sections, separating the white parts from the green parts.
3Heat a wok over high heat until it is smoking lightly. Add the Cooking oil and swirl to coat the wok.
