11. Thoroughly wash Jeju tangerines. Carefully zest one to two Jeju tangerines to obtain Jeju tangerine zest, then extract Jeju tangerine juice from the remaining tangerines.
22. In a large mixing bowl, combine Glutinous rice flour, Non-glutinous rice flour, Granulated sugar, and Fine sea salt. Mix well to distribute ingredients evenly.
33. Gradually add Jeju tangerine juice and Water to the dry flour mixture. Knead the mixture by hand until a soft, pliable, and uniform dough forms. The dough should be smooth and not overly sticky.
