Place the Dried shrimp in a small bowl and cover with hot water. Let them rehydrate for at least 30 minutes, then drain and finely chop the rehydrated Dried shrimp.

Finely chop the Scallions, reserving a small portion for garnish.

In a large bowl, combine the Rice flour, Tapioca starch, Salt, and Water for batter. Whisk thoroughly until a smooth, lump-free batter is formed. Set aside for 15 minutes.
