1Chop the Chinese brown slab sugar into smaller pieces to aid dissolution.
2In a saucepan, combine the chopped Chinese brown slab sugar and Water. Heat over low heat, stirring occasionally, until the Chinese brown slab sugar is completely dissolved. Remove from heat and let the sugar solution cool completely to room temperature.
3In a large mixing bowl, add the Glutinous rice flour. Gradually pour the cooled sugar solution into the Glutinous rice flour, stirring continuously with a whisk or spatula until a smooth, lump-free batter is formed. The batter should be thick but pourable.
