Peel the Potatoes and grate them into fine shreds. Place the grated Potatoes into a clean cloth or paper towels and squeeze out as much excess liquid as possible.

In a large mixing bowl, combine the squeezed grated Potatoes, All-purpose flour, Egg, chopped Scallions, Salt, and White pepper. Mix thoroughly until all ingredients are well combined and form a cohesive batter.

Heat a large non-stick pan over medium heat and add a portion of the Vegetable oil, enough to coat the bottom.
