In a large, heavy-bottomed pot, combine water, salt, cumin seeds, finely chopped green chili, and grated ginger. Bring the mixture to a rolling boil over medium-high heat.

Once boiling, reduce the heat to low and add asafoetida and baking soda to the pot. Stir well to dissolve.

Gradually add the rice flour to the boiling water, stirring continuously and vigorously with a wooden spoon to prevent lumps from forming. Continue stirring until all the rice flour is incorporated and a thick dough-like consistency is achieved.
