Gradually add Water to the dry ingredients, whisking continuously to form a smooth, lump-free batter. The batter should be of pouring consistency, similar to a thin crepe batter.

Stir in the finely chopped Onion, finely chopped Green chili, grated Ginger, and finely chopped Fresh cilantro into the batter. Mix well.
