Soak the Dried tangerine peel in warm water for 15 minutes until softened. Scrape off any white pith from the inside and finely mince the peel.
Finely chop the Water chestnuts, Scallions, and Ginger.
In a large mixing bowl, combine the Minced beef, finely chopped Water chestnuts, Scallions, Ginger, and minced Dried tangerine peel.
