1Rehydrate the Dried shiitake mushrooms in warm water for 20 minutes, then squeeze out excess water and finely dice them. Finely dice the Water chestnut and finely mince the Ginger. Finely chop the Scallion, reserving half for garnish.
2In a large bowl, combine the Minced beef, diced Dried shiitake mushrooms, diced Water chestnut, minced Ginger, and half of the chopped Scallion.
3Add Light soy sauce, Shaoxing wine, Oyster sauce, Sesame oil, and White pepper to the beef mixture. Mix thoroughly in one direction for 2-3 minutes until the mixture becomes sticky and well combined.
