Continue to boil the jaggery syrup until it reaches a soft ball consistency. To test, drop a small amount into cold water; it should form a soft, pliable ball.

Remove the pan from heat. Gradually add Rice flour to the jaggery syrup, stirring continuously to prevent lumps. Mix until a thick, smooth dough forms.
