2Place the Tapioca in a large pot, add enough water to cover it completely, and add half of the Salt. Bring to a boil and cook until the Tapioca is very tender, about 15-20 minutes. Drain all the water completely.
3While the Tapioca is cooking, prepare the coconut paste. In a grinder, combine Fresh coconut, Green chili, Garlic, Cumin seeds, Turmeric powder, and Water. Grind to a coarse paste, adding a tiny bit more Water if needed to facilitate grinding.
