1In a heavy-bottomed pan, combine jaggery and water. Heat over medium flame, stirring until the jaggery completely dissolves and forms a thick syrup.
2Once the jaggery syrup reaches a thick, sticky consistency, reduce the flame to low.
3Gradually add rice flour to the jaggery syrup, stirring continuously and vigorously with a wooden spoon to prevent lumps.
