2Gradually add the water to the shiratamako and granulated sugar mixture, stirring well with a whisk until completely smooth and no lumps remain.
3Cover the bowl loosely with plastic wrap and steam in a steamer over medium-high heat for 10-12 minutes, or until the mixture becomes translucent and sticky.
