1In a large mixing bowl, combine 250 grams of the All-purpose flour. Gradually pour in the Hot water, stirring with chopsticks until shaggy clumps form. Then, add the Cold water and mix until a rough dough comes together.
2Transfer the dough to a clean surface and knead for 8-10 minutes until smooth and elastic. Cover the dough with a damp cloth and let it rest at room temperature for at least 30 minutes.
3While the dough rests, prepare the scallion filling. Finely chop the Scallions.
