Wipe the Kombu with a damp cloth. Place Kombu in a large nabe pot with the Water.

Heat the pot slowly over medium-low heat. Just before the Water boils, remove the Kombu.

Bring the Water to a rolling boil, then turn off the heat. Add the Katsuobushi and let it steep for 30 seconds.
