1Peel the potatoes and slice them into thin matchsticks. Rinse the sliced potatoes thoroughly under cold water to remove excess starch, then soak them in cold water for 10 minutes. Drain well and pat dry with a clean cloth or paper towels.
2Slice the yellow onion thinly. Julienne the carrot into thin matchsticks similar in size to the potatoes. Mince the garlic finely. Chop the green onion into small rounds.
3Heat the vegetable oil in a large non-stick pan or wok over medium-high heat.
