1In a mixing bowl, combine the All-purpose flour, Water, and Salt. Whisk until a smooth, thin batter forms. Stir in the finely chopped Scallions.
2Heat a non-stick pan or flat griddle over medium heat. Lightly brush with a small amount of Cooking oil.
3Pour a ladleful of the batter onto the hot pan, tilting the pan to spread it into a thin, round pancake. Cook for 1-2 minutes until the edges crisp and the surface sets, then flip and cook for another 30 seconds. Repeat with the remaining batter to make several pancakes.
