1Rinse the dried squid and soak in cold water for at least 4 hours, or overnight, until softened. Change water once or twice if soaking for a long period.
2Once softened, drain the dried squid, remove any hard parts or bones, and finely mince it. Set aside.
3Finely mince the ginger. Finely chop the scallions, separating the white and green parts.
