In a large mixing bowl, combine Rice flour, Gram flour, Red chili powder, Asafoetida, Cumin seeds, White sesame seeds, Turmeric powder, and Salt. Mix well.

Melt the Butter and add it to the dry flour mixture. Rub the Butter into the flours with your fingertips until the mixture resembles coarse crumbs.

Gradually add Water, a little at a time, and knead to form a smooth, pliable dough. The dough should be firm but not sticky.
