1Bring Water and Salt to a rolling boil in a heavy-bottomed pan.
2Reduce the heat to low, add Rice flour to the boiling Water, stirring continuously with a wooden spoon until a rough dough forms. Cover the pan and let it rest off the heat for 5 minutes.
3Transfer the warm dough to a large mixing bowl. Add chopped Green chili and Fresh cilantro. Knead the dough thoroughly for 5-7 minutes until it is smooth and pliable. If the dough is too sticky, add a very small amount of Rice flour; if too dry, sprinkle a few drops of warm Water.
