1Combine the Glutinous rice flour, Fine sea salt, and Granulated sugar in a large mixing bowl. Gradually add the Water, mixing with your hands until a shaggy, crumbly dough forms.
2Prepare a steamer by lining the steaming basket with a damp cotton cloth or parchment paper. Transfer the Glutinous rice flour mixture into the prepared steamer basket, spreading it evenly.
3Steam the Glutinous rice flour mixture over high heat for 20-25 minutes, or until it becomes translucent and sticky. Ensure the water in the steamer does not run dry.
