1Dry roast the Black Cardamom seeds, Green Cardamom seeds, Cloves, Cinnamon Stick, and Mace until fragrant. Grind these roasted spices along with the Nutmeg into a very fine powder.
2In a large mixing bowl, combine the Lamb Mince with Raw Green Papaya Paste, Ginger-Garlic Paste, Green Chili Paste, and Fried Onion Paste. Mix thoroughly to ensure even distribution.
3Add the freshly ground spice blend, Garam Masala, Red Chili Powder, Turmeric Powder, Roasted Chana Dal Flour, soaked Saffron Strands (with its milk), Rose Water, Kewra Water, Fresh Cilantro, and Salt to the Lamb Mince mixture.
