1Prepare the dipping sauce by combining soy sauce, rice vinegar, gochugaru, sesame oil, and toasted sesame seeds in a small bowl. Set aside.
2In a large bowl, whisk together wheat flour, corn starch, baking powder, and salt. Gradually add cold water, mixing until a smooth, slightly lumpy batter forms. Do not overmix; lumps are fine.
3Heat canola oil in a deep pot or wok to 170°C (340°F). Use enough oil so that the ingredients can be fully submerged.
