1In a large mixing bowl, combine the Glutinous rice flour, Wheat flour, Baking powder, Sugar, and Salt. Whisk them together until well mixed.
2Gradually add the Water to the dry ingredients, mixing with a spatula or your hands until a shaggy dough forms. Knead the dough for about 5-7 minutes until it becomes smooth and elastic, but still slightly sticky. Cover the bowl with a damp cloth and let the dough rest for 15 minutes.
3While the dough rests, divide the Red bean paste into 10-12 equal portions, each weighing approximately 15-20 grams. Roll each portion into a small ball.
