In a large pot, combine the water, cinnamon sticks, and fresh ginger. Bring to a boil over medium-high heat, then reduce heat to low and simmer for 30 minutes, allowing the flavors to infuse.

Remove the pot from heat and carefully strain the liquid through a fine-mesh sieve into a clean pot, discarding the cinnamon sticks and fresh ginger. This is your sujeonggwa base.
