1Rinse the beef brisket thoroughly under cold water. Place the beef brisket in a large pot with water, dried anchovies, dried kelp, garlic cloves, and 50g of green onion (white parts).
2Bring the pot to a rolling boil over high heat, then reduce heat to low and simmer for 15 minutes. Remove the dried anchovies and dried kelp from the pot.
3Continue to simmer the beef brisket for another 45-60 minutes, or until the beef brisket is very tender. Skim off any foam or impurities that rise to the surface during simmering.
