1In a large pot, combine the desalted salted cod, whole milk, garlic, bay leaf, and black peppercorns. Add enough cold water to just cover the cod if the milk does not entirely submerge it.
2Bring the liquid to a gentle simmer over medium heat. Cook the desalted salted cod for 20-25 minutes, or until it is tender and flakes easily. Do not boil vigorously.
3Carefully remove the cooked desalted salted cod from the pot, reserving approximately 100g of the cooking liquid. Discard the garlic, bay leaf, and black peppercorns.
