1Combine all-purpose flour, baking powder, baking soda, salt, and ammonium bicarbonate in a large bowl. Mix thoroughly to distribute the leavening agents evenly.
2Gradually add water to the dry ingredients, mixing with chopsticks or a spatula until a shaggy dough forms and no dry flour remains.
3Turn the dough out onto a lightly oiled surface and knead gently for 2-3 minutes until it just comes together and is relatively smooth. Do not over-knead.
