1Combine 500g water and 5g kombu in a medium pot. Let the kombu soak in the water for at least 30 minutes.
2Place the pot over medium-low heat. Just before the water comes to a boil, remove the kombu from the pot.
3Bring the water to a rolling boil, then immediately turn off the heat. Add 15g katsuobushi to the hot water.
