In a medium bowl, combine Gochujang, Gochugaru, Soy Sauce, Rice Syrup, Mirin, Sesame Oil, and Black Pepper. Mix well to create the stir-fry sauce.
Heat Cooking Oil in a large wok or a deep skillet over medium-high heat.
Add minced Garlic and minced Ginger to the hot oil and stir-fry for 30 seconds until fragrant.
