1Place kombu in 1500g cold water in a pot. Slowly heat over medium-low heat. Just before the water boils and small bubbles form around the kombu, remove the kombu.
2Bring the dashi to a boil, then turn off the heat. Add katsuobushi to the hot water. Let it steep for 5 minutes.
3Strain the dashi through a fine-mesh sieve lined with a paper towel or cheesecloth. Discard the katsuobushi. Keep the dashi warm.
