1In a large mixing bowl, combine the All-purpose flour, Rice flour, Granulated sugar (30g), Baking powder, and Salt. Whisk thoroughly to ensure all dry ingredients are evenly distributed.
2Gradually add the Water to the dry ingredients, whisking continuously until a smooth, lump-free batter is formed. The batter should have a consistency similar to pancake batter. Set aside to rest for 15 minutes.
3For the filling, coarsely crush the Roasted peanuts. This can be done using a mortar and pestle or by placing them in a bag and crushing with a rolling pin. Do not grind into a fine powder; some texture is desired.
