1Remove stems and seeds from guajillo chiles and ancho chiles. Toast guajillo chiles and ancho chiles lightly on a dry comal or skillet until fragrant, about 30 seconds per side, being careful not to burn them.
2Place toasted guajillo chiles and ancho chiles in a bowl, cover with hot water, and let them soak for 20-30 minutes until softened.
3Cut beef short ribs into 5cm pieces. Season beef short ribs generously with salt and black pepper.
